All Young Carers Needs Assessments in Sheffield are carried out by the new Young Carers Needs Assessment Team (YCAT) within Sheffield City Council.
YCAT work to ensure that every young carer receives the right support and advice in line with statutory guidance. By centralising the process, the council aim to provide consistent, high-quality support for young carers and their families across Sheffield. This approach supports the principle of a whole-family assessment, helping to identify needs early and prevent inappropriate levels of caring responsibilities for children.
Once the YCAT have completed their assessment, they will refer the young carer on to support services to help them and their families. This might include a referral to us and/or to other services that can best meet their needs.

This legislation also gives young carers and young adult carers the right to an assessment, placing duties on services to be offering these assessments. In Sheffield, the Young Carers Assessment was co-produced with young carers from SYC. It is an accessible and useful tool providing a guided conversation to inform your own work with the young carer and their family, involving other services where appropriate (with the young person’s knowledge/consent).
This assessment should be offered by any professional who identifies or is working with an identified young carer. If an assessment has already been completed by another agency (e.g. FIS), it would be useful for you to request a copy to increase your understanding about their caring role and the impacts this has on them.
